See Move your iTunes library to a new computer - Apple Community for general advice. It used to be quite straightforward to move iTunes libraries between the same builds of iTunes for Mac and Windows, but the Music app has introduced some complications there. Depending on the versions involved Music might be able to convert your .itl file. If not then it should be able to import a suitably edited XML export of the iTunes library, manipulated to correctly account for the change in path on the Mac, and the EOL format (LF vs CRLF). Using the XML import method resets all date added values. A short-term subscription to Apple Music might provide an alternative approach to migrating the library as long as you are happy with the quality.
