icloud sign in pop up wont ga away.

When I turn on my computer I get a pop up to sign in to icloud. When I sign in with my password, It request an apple account verification code. I receive the code on my iphone, enter it into apple verification spot, and I get nothing but colorful circles going around and around the apple logo. My name is below that, and below my name it says, "signing in...".

Behind this screen is another screen and it has my name, email, and account details. there is a link to "Manage Apple Account". Below that is a block that has Apps Using Icloud.

So the circle continue to go around and around the Apple logo on the first screen, and it never signs into my account. AND THE TWO SCREENS NEVER GO AWAY!!! I can go to taks manager to end it, but it just keeps coming back.

Please tell me how to fix this!
