Adding loops to tracks. Get msgs need to download content, download. Export. No audio for some loops

This has happened a number of times.

I look for loops to use, they play in loop browser, but when I add them to tracks a window opens saying I need to download content. I download, save, finish my tracks, export.

But there are gaps in the exported clip where the loops were. And when I go back to the GB tracks, not the browser, there's no audio where some loops appear.

What's up, how can I fix this problem?
