moving my old itunes library to the cloud and accessing with my Iphone

I'm old and a luddite. I use a itunes to story my itune purchase and more importantly, large collection of old CDs. (Did I mention that I'm old and a luddite.) I don't have space on my Iphone to upload my entire library to use when I'm driving. I formally use an Ipod for this. Is there a way I can upload my library (which is on my Windows desktop) to the cloud and access it on my Iphone? I could do this with a subscription to Apple Music, but I would prefer not to do this because I won't use it. Any help would be appreciated!
