What country’s is the Apple Card currently available in?

The Apple Card is only available in the US: https://card.apple.com/apply/countrysupport. I haven't heard any announcements that indicate it would change in the foreseeable future.

It's the same for Apple Cash: it's only available in the US. For more information see note 1. at the bottom of the page: Apple Cash - Apple.

Apple Card is issued and serviced by Goldman Sachs Bank. Goldman does not have any overseas branches and most large US banks have extremely scaled back their consumer overseas operations.

Apple would probably have to partner with a local bank in each country. Benefits of the card would probably be scaled back. Not many countries have the penchant for credit that Americans seem to.

When Apple introduced Apple Pay, they changed the name to just Apple Cash. Apple Pay is the Tap-To-Pay service Apple operates. Apple Cash is also only available in US. Apple Pay is available in 80+ countries worldwide.
