Different iCloud Settings on Different Devices

I've been having a problem with the screen time settings on my son's laptop and his phone. I would like to have stricter settings on his phone and more lenient settings on his computer because he uses it for school.

On both devices the setting "Sync Across Devices" is turned off, but the devices still sync up settings any time I make changes. No matter what I try, I can't get the devices to have different settings.

Anyone have any ideas?
