VPN website side-effects: Screen time listing a bunch of random IP addresses

One of my children tries circumventing the Verizon Wireless VPN firewall by visiting URL-based VPN websites (like croxyproxy) to extend his game-playing with triggering his time limit. I've noticed that the list of IP addresses in the Screen Time usage has grown. They aren't domain, just IP addresses. Correlation is causation.

Whois OrgName results shows that most of these IP addresses are owned by a common company or one of their customers. However, it is hard to distinguish whether these IP addresses are associated with the VPN service or a datacenter hosting gameplay of a game regardless of connection.

The VPN websites I cannot block in Apple's screentime, but I can limit it to one minute in a policy. However, it isn't clear whether this time limit effectively disables the VPN website or not.

Is there a method within Screen time to create a blocking policy? This would survive disabling the Verizon Wireless VPN and filter traffic both on WiFi, or cell traffic.

Regardless, our son's access to his iPhone is changing as a result of the circumvention of the tools in place.
