FaceTime not working with +86 numbers after roaming in China

Seems like there's an issue with users that have been recently roaming in China. When back on their home networks, it's not possible to FaceTime any users with a +86 number. In fact, the FaceTime option doesn't even show up on their contact card.

Apple 3rd line say there's a bug (quite recently introduced) that is causing this. No time line to fix it has been offered..

Not sure if it's only roaming to China where this is an issue. I could be other countries but I've no info on that..
