Apple Business Essential managed iPhone: can i set a passcode that the user can not change?

I have been playing with the password and passcode settings in Apple Business Essentials - I can disable the "turn off passcode" setting, but can't disable "change passcode"? My company wants to set a passcode for company issued devices that the user can't change. Is that possible? Am I missing a setting?
