I just enrolled an iPhone into our MDM - Apple Business Essentials and noticed that the Activation Lock will not turn on. Where can I look in my configuration settings to see if this is enabled when I enroll devices?

That is the issue. Only personal Apple Accounts can use Find My. Managed Accounts are expected to be used with MDM which has access to lock mode.
