How can I force photos to sync to iCloud?

Why do I have to wait so long for Photos to synch to iCloud? I have enough power, I'm on WiFi, I have enough storage. It just sits there. Is there a way to push it along.

While viewing photos using your iPhone's Photos app, tape your Apple Account identifier in the upper right corner. This will show when the last iCloud sync was performed and provide a button to click if the sync has not been done recently (to save your device's power).

Both of the options above do not exist or don’t work. My phone eventually syncs new photos to icloud, it just takes its sweet time to do it. I’m working on my mac selling stuff and I take photos with my iphone. It shows “Syncing nn photos to iCloud”. We’re talking 10-15 photos here. Nothing happens for a very long time, then - POOF! The upload happens in seconds. Before that there is no progress bar. Just taking its sweet time.
