Collection apps are not loading in ipads

After singing in a new ipad, the collections of apps are not loading on the ipad. I've made sure the user is in the app collection and that there are sufficient licenses. i did the IOS updates to 18.3.1 and restarted the device. i've even created another user account. i have this occuring on several brand new iPads.
