iPhone 15 provisional enrollment failed

Using the Configurator 2 program on my MacBook Air, I’m typically able to add devices to Apple Business Manager. I have tried at least a handful of times with an iPhone 15 Pro. I reset the device after each attempt and have stepped through the initial setup past the point of WiFi connection. (Another article mentioned the same issue which they resolved by going to that point in setup.)

I’ve tried competing setup then preparing the device and allowing it to erase the current configuration. Still get the same error “provisional enrollment failed mccloudconfigerrordomain 33007”.

Any ideas? Would I be able to get support directly from Apple for this?
