iPod Shuffle 4 connecting to iTunes for Windows 10

so i connected my iPod to my computer three months ago in November for the first time and everything was okay: i could transfer songs to my iPod and make new playlists. at this time, i had an active apple music subscription so i could also see my playlists on a separate section. shortly after, i lost my iPod cable and had to wait three months later to get another one.

now that i've got it, my windows 10 doesn't seem to recognize my iPod shuffle. moreover, iTunes seems to only show podcasts and stations. when i click 'View' then hover over 'Media Kind', Music is not an option. i then found out that they've moved music stuff over to apple music, but does that mean itunes no longer supports managing songs on ipod shuffles? i then downloaded the apple devices app and it was recognized. problem is, i can't add new songs or make playlists plus i'm currently not using apple music. are these two situations related? please help me out. thanks in advance.
