How can I download music to iPod Touch without Wi-Fi?
I’m trying to use my iPod touch to down load music and listen to it while not on WiFi

On an iPod touch, Downloading music from a website or subscription service such as Apple Music, Spotify, Pandora etc..., requires an internet connection and as such Wi-Fi.
If you mean syncing music from a computer to the iPod (any iPod), then that does not require an internet connection on either device.
Once downloaded to the iPod, depending on the source of this music it should be available offline.
