Why can't I move my playlists into folders in iTunes?

Hi all, another itunes issue for me that I've not seen before.

I'm currently incapable of organising my playlists into folders, they refuse to be dragged (either into folders or into each other). This is not an issue of Apple Music as I am not a subscriber, and they're not smart playlists as the issue is affecting ALL my playlists. I can create a brand new normal playlist and try to move it and it simply won't go anywhere. Similar issue if I try to duplicate existing playlists and move those.

When I hold down as if to select a playlist and then try to move my cursor up or down itunes swaps to showing me the contents of whatever playlist my cursor is now over rather than behaving as if it is moving the selected playlist.

I've rebooted my mac, I've restarted itunes multiple times, I've disconnected and reconnected the hard drive my music is stored as well as the phone the music is attached to, but no dice. I also have not updated itunes recently so its not an issue of new software bugging out.
