I'm not aware of an account for Bluetooth. If you mean that the Bluetooth will not connect to your device then let's check the following:

I assume, unless you tell us otherwise, that the main device is your iPhone.

    1. what is the device that you are trying to connect to? (It's not possible to connect to every device)
    2. when you turn on Bluetooth on your phone, does the device that you're trying to connect to appear on the phone, under Settings/Bluetooth/ list of My Devices or Other Devices?
    3. if the device that you're trying to connect to does not appear, have you made it discoverable (some devices need to be made discoverable and it may only be on for about 30 seconds)?
    4. are you within range of the device?
    5. if the phone does not connect to the device, check for two things:
      1. is the Bluetooth on all other Bluetooth devices that are paired with your phone, turned off?
      2. is the device paired with any other Bluetooth devices and if so, have your turned the Bluetooth off on those devices? (Some Bluetooth devices will only let you connect to one device at a time, so if the device is already connected to something it is paired with, it will not be available to your phone)
