How can I buy a song in Apple Music app? All I get is the little box like this:
There is no button to download the song and the scroll bar doesn't scroll so I don't know what's lower. I am logged into my accound and have money in it. Any explanation for this?

The iTunes Store app is available on iOS/iPadOS devices.
There should be the word Purchase in white on a blue rectangle with rounded corners below the Account: line shown in your screenshot. You can try tapping in the centre of that area to see if there is an active control there. You might also try Music > Settings > Advanced > Reset Cache.

Resetting the cache didn't do anything. The only thing that clickable on the dialog is the "Cancel" button. There is no word Purchase anywhere.
This is MacOS Sequoia on a Macbook Air and all software is most recent. Uptime says 56 days and I can't reboot until this project is done.
Update, this was apparently a temporary outage. I tried it today and it worked normally.
