One specific example: Orbital's In Sides album - one of their best. Apple music only has the version with 9 songs. There is a version with 2 records, instead of one, with some of their best songs (e.g, Times Fly (Fast) and Times Fly (Slow)).
In general this will happen because a different company holds the rights to the missing songs, and doesn't want to agree to Apple's terms for them to be included.
