A banned app comes back up
Okay so what if an app that was banned gets unbanned? How long will it take for it to be available for download again?

The TikTok app is currently unavailable in the app store due to US law:

Despite the app currently functioning, it has NOT been unbanned:

The US Supreme Court recently upheld the ban and therefore only the US Congress can change the law at this point. It is only speculation that an incoming administration may be able to intervene unless ByteDance meets the requirements of the law as passed.
