Uploading photos to iCloud

Hi I've tried to upload photos to the iCloud so they are part of my Photo Library across all devices. I have tried uploading JPGs originally and then a compressed zip file as suggested on another post but I still am getting the uploading folders isn't supported error message if I upload a single file / set of files / zip file. Thank you for your help!

You have a Mac, right? Is Photos on your Mac connected to iCloud at Photos' Settings>iCloud? It that's so, then whatever is in your Mac Photos Library will be in iCloud Photos and in the Photos Library on all your connected devices. Really, there's no "uploading to iCloud."

Or are you talking about something other than iCloud Photos or something else?
