Can't increase size of quota on volume on external drive

2020 M1 Macbook Pro 13", Samsung 1TB external drive, Sonoma

I originally set up the external drive with two volumes, one 500GB for time machine backups and another 500GB for storage (the earlier Macbook Air only had 256GB SSD and I had to store my Logic library externally).

The machine I now have has 500GB SSD, so I don't need the external storage. I want to allocate the entire 1TB external drive to the time machine volume.

When unmounted, Disk Utility shows the volume as 1TB.

But when I mount the drive it shows as 499GB, and the info in Disk Utility adds a line under the capacity (499 GB QUOTA).

So I increased the quota via terminal to 1TB, and "sudo tmutil destinationinfo" reports "Quota     : 1 TB" but disk utility and finder still shows the volume at 499GB.

How do I increase the quota?

there have been some reports of issues

if no resolve you can erase, reformat the external drive and start a new TM backup
