BUG Password shows up in Passwords for Windows, not in iOS, also can't edit

I have a password that shows up in iCloud Passwords for Windows, but not in the Passwords app on iOS 18.2.1 or under Settings->Passwords for iOS 16.7.10.

Additionally, I can't edit the password as the edit pencil is greyed out, only copy details or delete it.

If I click on Add notes, I do get an edit window, but if I add a note or something in the key field to setup a code, and click on Save, it looks like it worked, but the password remains noteless and/or codeless. If I change the username or password and click on Save, I get an error message saying that the password could not be saved, and to please try again.

The username is ---. I don't know if that means that there's no username.
