What should I do if my Book Store purchase is missing?

I have made a purchase in books and it is missing. I cannot download from icloud. Is this normal if the book is deleted by the uploader?

I have written to a customer care representative email address which I had previously(asia_apac@apple.com) and also tried to raise a ticket online from the portal, seeing the purchase from iTunes related issue. I am not getting a ticket number in order to track the ticket. I am also unable to speak to any customer care representative regarding this issue, as there is no phone number I can get hold of from the website. If someone has any specific email address or phone number, can they please share?
