When I try to update Photos on my iMac, I get a message that says:
Cannot Update App - Photos cannot be updated because it was refunded or purchased with a different Apple Account.
Is there any way that I can uninstall something and reinstall?

I'm not sure I understand what you mean about updating Photos. Photos is part of the OS, and it isn't updated separately at all. If you want a newer version of Photos, you have to get a newer macOS.
Have I misunderstood what you're doing? How are you trying this update?
