Child’s iPad able to download YouTube despite it being blocked

my child is able to download YouTube via the App Store by hitting the cloud button. YouTube was removed from his iPad and all AppStore purchases are blocked and require a passcode. I’m not receiving anything on my phone with a request to approve download. Deleting apps is allowed. There is nothing in settings or parental controls that I can find that blocks this app or blocks cloud downloads, nor does it even say the app is on his iPad.

Once an app has been downloaded, a child can download it again with requiring permission.

Yeah, this is not a download because it is downloaded from the App Store before

It seems like a glitch in the parental controls to me, you might need to provide this as feedback to apple using this link
