Somehow I've managed to delete my inbuilt mail app , is there a way can I get it back.

See if you can find it on the app store. I have read that you can reinstall it. Look for Apple apps.

look in the app library on the iPad. Swipe right to left on the home screen. Should be able to drag back.

On a desktop its a OS reinstall or recover from Time Machine.
