Logic not opening or keeping Core Audio Settings

After opening Logic, the app appears to be open but all of the menu items are greyed out:

The "Core Audio" audio is also unchecked:

If I enable Core Audio, Logic scans for plugins, but I still cant use the program. if I restart logic it's disabled again.

I've tried to start Logic without plugins by holding control while starting the program, but it is not working. It still starts in the state above. I've also tried deleting the preferences file.

Has anyone else run into this issue?
