iCloud password app on Windows 10

I cannot find a way to add the Password App on my Windows 10 iCloud. (Log in is fine; I just cannot access my strong iOS passwords as I should be able to do - and as I have done so before until today.) The Windows User Guide says for advice on this topic, after you have opened iCloud for Windows, there are two options, either "To the right of Passwords and Keychain, click >, then turn on Passwords & Keychain"; or "Below Passwords and Keychain, click Approve, then enter the code sent to a trusted device or phone number (or use a security key)." NEITHER of these options appear available to me - there are NO 'Passwords and Keychain' options that I can see. It is just six boxes, for my account, my apps, mail, iDrive, Notes, & Pages, and below that, three links to my Plan, my Storage capacity and Data Recovery.

Next, the User Guide says: "You can manage your passwords in the iCloud Passwords app." That link just reverts back to the same page collection"... I cannot find any link to download the password app, and there is no search option either. VERY frustrated!

I am starting to think that MS Edge has this as an extension - which I was able to use, but I cannot access it any more from Windows 10/Google Chrome. Is that right?
