Unable to share iCloud photos to a contact with iPad

I have some photos I want to share with my daughter and a friend. I've set up a shared photo album and invited both my daughter and my friend to participate. My daughter gets the invite okay and is now viewing the photos. However, my friend, who has an iPad but no iPhone, does not appear to be getting any invite. What can the problem be?
