I turned on icloud sync and lost all of my notes, only notes from 2020-2022 were showing. I turned it off and on and it deleted everything, when i check "icloud.com" there is also no notes. Is there further measurements i can take?

Recovering Lost Notes:
If you have lost the Notes, then here is what to try...
A. View iCloud Botes, Directly:
Log in here and see fi these are seen. If so, then it is a sync issue. If not, then they are officially not there: https://www.icloud.com/notes
B. Refer to this Link: If you're Missing Notes on your iPhone, iPad, or iPod touch - Apple Support
C. Restore from a Backup:
Did your ever back up your iPhone with these installed? If so, back up you could back up your iPhone, and then restore it from the backup. Note that the iOS backup version must be of the same version as what is installed.
D. Getting Notes from iPhone Backups.
You Can't: Notes are not stored in iCloud.
