How do I permanently block an email harassment sender on iCloud mail?

Hi all, I'm experiencing some serious harassment from a stranger, that person spam / writes to my personal email on a daily basis - long emails and sometimes attach a dozen photos.. I don't know that person that all.

I tried to block that sender, but it's still going into my "trash".

I tried to set up "rule", but it's the same as "block", it automatically goes to my trash or junk, it does not delete or block the sender.

Any suggestions?

I need some help.

P.S - calling the police does not help.
