Some recent albums disappeared in Photos

I use albums to organize my many photos and just spent 2 days doing my fall photos into about 10 new albums on my laptop. I then turned on a new iPad and allowed it to connect to iCloud Photos so I can continue to organize on vacation. Now the newest album in Photos is from last summer. The photos themselves are still in the library but the albums are gone. Also logged into iCloud photo and they are gone there too. This is infuriating. Please help. Can I not use my laptop and iPad interchangeably in Photos? Why not? Why is the iPad overwriting what I did on the laptop last night?

When Photos syncs with iCloud.com, the albums are the last things to sync, after the pictures are all there. Then, they are the last thing to sync with an iPad after the pictures get copied to it. You may have to wait a bit.

My iCloud.com Photos and my iPhone Photos exactly mirror my Mac Photos-- except for things they don't do, like Smart Albums and Projects.
