How do you export a two page note into a pdf?

I have a form that is front and back. I scan one side and then the other. Both sides show up in Notes. When I go to export it into a pdf, only the first page gets exported. I have tried multiple times. I have hit ctrl A and Select over each page, still only the first page. I have tried to print and turn it into a pdf that way, still just the first page. I need both sides of this form to be in a single pdf file. They cannot be in two separate files.
