Can we see the backup history on iCloud?
I made a mistake by backing up new data from WhatsApp, so the previously backed up data was lost because iCloud had overwritten it. Can this be recovered?

Nope. WhatsApp saves a single backup file in iCloud. It is their choice what data they want to have saved in iCloud.
Using iCloud is nothing like what you would find on a Mac that is using Time Machine to view data at any point in time. The amount of data required for that on iCloud would be far too great and at a significant cost to users.
