i broke my phone a few months ago and bought a new one as it would have cost too much to fix. i transferred the old phone’s sim card into the new phone but 2 years of my photos were not backed up onto icloud so they didn’t transfer to my new phone. when i fix my old phone, will it have the photos on it that aren’t backed up? thank you!

Of course, we have no way of knowing how your phone is broken and what of its insides were messed up. I'll tell you this: Twice (yes, twice-- once from my wife and once from me) I've had iPads run over by cars. I mean more than one car each time! And the memories in the iPads worked fine, afterward! (Mine was brand new-- like two weeks old! Thank you AppleCare!)
So there is hope, but no guarantee. Someone who looks at your phone for repair can probably give you a better idea.
