Sending mail to list that contains sublists

I would like to send an email to a list from the Contacts app that itself contains lists of recipients. When I try this, only the "top level" addresses are included, and none of the addresses from the sublists are included. This used to work correctly in Monterey but hasn't worked in subsequent versions of Mac OS.
