Unable to remove lost-lock and join WiFi on mini iPad

Tried to locate and change lost on the mini iPad.

Tried to join and log into my current WiFi (it has changed since it was lost) I get (Unable to join network) when I enter my network password.

I look up my mini iPad on my phone (find my device) It shows no location and a lock symbol. But my iPad is charged and in my lap next to my phone
