How do I share location with a person outside of the family plan?

We are trying to figure out how to share kids location with a few family members/friend as a “just in case” plan. Of course, this people have their own Apple accounts and are not on our family plan. We have looked at all the settings, googled, and checked Apple for insight, and nada. We can’t find anyway to temp change permissions or approve sharing. I understand and appreciate the reason for the limitations to share but there has to be a work around on the parent/administrator side. Surely Apple understands that not everyone’s support circle shares a family plan. Anyone have some tips?
