Payment Failed for All Apps - looks like security code isn’t saving

I keep getting payment failed message when I try to download any apps to my phone. When I check the debit card information, everything is entered correctly, but the security code box is blank. I add the security code back and click done, and again it doesn’t save the security code. I want to download apps, what is going on?
