if you delete pictures on your phone, do they delete in the cloud?
I want to clear all my photos etc from my phone but I am afraid it deletes them on the cloud as well. This is a first time thing for me...

Deleting a picture on your iPhone deletes that picture at iCloud.com and on any other device connected to iCloud Photos on your account.
iCloud Photos is a synchronization service. Using iCloud ensures that the Library of pictures on all of the devices connected to your iCloud account will be exactly the same. If you add a picture to one device, it will appear on the others. If you delete a picture on your iPhone, it will be deleted at iCloud.com and on any other devices you have. Of course, by deleted we mean that it can still be recovered within 30 days unless you delete it a second time in the Recently Deleted view.
You should also know that iCloud isn't really a backup service. A backup, like you keep on an external drive, is supposed to not ever change, so you can go back to it if something goes wrong. But iCloud Photos changes all the time. It makes exact copies of your pictures, and it makes exact copies of your mistakes. Nothing replaces an external backup!
