Recovery all deleted pictures and videos

Vague question so let's try this:
Are they in the Recently Deleted folder? If so they can be recovered from there.
If they aren't there then they are permanently deleted and cannot be recovered, and in that scenario you would need to recover them from whatever back up you have made. If you have not made a back up then they are gone.
After you delete a photo/video it will remain in the Recently Deleted folder for 30 days in case you change your mind. If it has been longer than 30 days or you deleted them from that folder and ignored the warning that said they will be permanently deleted, then they are gone for good.
