Using scribble with Pages on iPad

When I tap my Apple Pencil Pro in a Pages document the (full-size) keyboard appears, not the 'toolbar at the bottom of the screen' with the scribble tool and the drawing tools described and pictured in Apple's support guide 'Draw, annotate and use Scribble in Pages, Numbers and Keynote'. I would like to just open a Pages document and be able access the Scribble function quickly to hand write and have it convert to text. I have Scribble turned on in the Apple Pencil settings on my iPad Air.
