Notes Only PARTIALLY Restored After Recent Update's Notes Wipe

After the disappearance of the notes that we are all facing, I ran into another problem. I want to clarify that this is not that my notes have all vanished-- I have the toggle in my settings on, I turned it on and off to get my notes back after they were wiped, and I am no longer having the problem where it says I have zero notes.
My issue is that the notes that came back are all from a month in the past. Every new note I made between then and now is gone, and every existing note that I updated during that time has reverted back to how it was a month ago. This is a serious issue-- I, like many others, had a lot of absolutely vital things and changes in my notes from the past month.
When accessing the iCloud website, the notes displayed there are exactly the same as the ones I received back after the wipe. My only theory is that-- since my iCloud storage has been full for a while-- these new notes failed to sync to iCloud, and neither were the updates to old notes. This should not be an issue, though, because the new notes I created-- as well as the updates to old ones-- should have been stored on the device itself. My iCloud storage has also been full for a far greater period of time than this window of missing notes.
I have been incredibly frustrated and confused for the past few days, and I'd love to hear any suggestions at all on how to get everything back up to date.
