Home location not recognized for password change on iPhone

This question has been asked and Upvoted but there has been no logical or convincing response from Apple. I get the error when I try to Change Password from the only location I use the phone 16 hours a day- my home. Yes Location services are on. And all other services have no trouble recognizing it including Maps that shows Home! To not acknowledge a bug and do anything about it Apple support try and deflect the issue to the user and hope they disappear. Which they do. And I will too if I dont see any response for a day or two.
