iCloud Terms and Conditions

I cannot accept iCloud Terms & Conditions on my iPad Pro. I've gotten the same message for several weeks that says, "Cannot Complete Action. This action cannot be completed at this time." Does anyone have an idea of how to get past this? Thank you in advance. :)
