Brawl Stars not being blocked by screen time

How come this game manages to evade screen time limits? It happens on both my son's phones all running latest 18.1 firmware. I've tried to configure screen time hundreds of times using all the guides and similar posts on this forum but nothing makes a difference. Today I even got a brand new iPhone 13 and still Brawl Stars stays unlocked. As an answer please do not give me the official guides on how to set up screen time as I have tried them already.
