Pop-up menu: Populating items from Row X conditional on value in Row Y

Fake data above. I'm trying to match givers and receivers of donations. I want the "Partner" column to be a pop-up menu. I know how to create a pop-up menu. What I can't do is create variable items within the pop-up menu. Let's take an example:

Gail is a giver. So in her "Partner" pop-up menu, I should see all of the emails with the role "Receiver": Rob, Rick, Rita, and Rebeka.

Rob is a receiver. So in his "Partner" pop-up menu, I should see all of the emails with the role "Giver": Gail, Gabby, Geoff, George, and Greg.

Is this possible? And if it is, can I also make the inclusion of a giver/receiver in the pop-menu conditional on another cell's value (like: status = closed/open/already matched/etc.)?

Numbers doesn't support this level of indirection.

Unfortunately, pop-up menus in Numbers are based on fixed lists and can't be automatically populated with values from other parts of the spreadsheet.
