Quicknotes changes active window to Apple Notes App on macOS Sequoia

When triggering Quicknotes on the Mac the active window disappears and the Apple Notes App shows up. I can't add links to the web page I was browsing nor can I view the screen I was working on. From all the demonstration videos the Quicknotes screen pops up on top of all the windows. That's what makes it useful.

How can I fix this? Thanks!
