Every once in a while I'll notice this in my dock:
A mail message, apparently, that, if I click on it, it shows an empty new message. Usually I can get rid of it by closing it, but sometimes it displays "Loading..." in the centre and I can't close it no matter how long I wait. The only way to get rid of it is to reboot.
I'm using a Mac mini 2018 running Sonoma 14.6.1.

This is the Hand Off feature: Use Handoff to continue tasks on your other devices - Apple Support. You probably have another device on which Mail is open.
Your icon is slightly different than mine, which shows an iPhone in the badge:
Yours seems to show a monitor or another computer. Maybe that's a clue as to which other device is using Mail.
Odd. This is the only computer that I use Mail for my Apple account. I also use it on my iPad on occasion, but only when I'm travelling.
Aha! I never use Handoff, so I went to System Settings and turned it off. I didn't even know it was on!
